Key takeaways
- “Pet-friendly” is not one rule. It can mean a terrace only, small dogs only, a fee, vaccination proof, or a fenced dog park, so always ask what it means at that place.
- In the UAE, dogs must be on a leash in public. Most municipal beaches, parks and malls are reported as no-pet areas, so rely on designated places that say they welcome pets.
- Prefer the venue’s own page, phone or email, or an official tourism authority. Treat lists, blogs and social posts as leads to confirm.
- Check size and weight limits, fees, how many pets, vaccination and ID rules, where the pet may go, and whether someone can look after your pet.
- Policies change, so note the date you checked and ask again before a booking you cannot cancel.
Most pet owners in the UAE have had the same awkward experience: you read that a place is “pet-friendly”, you arrive with your dog, and a friendly person at the door explains that it means “on the terrace, only small dogs, with a fee”, or perhaps that it does not mean that at all. The problem is not that people are unkind. It is that “pet-friendly” is a marketing phrase, not a rule.
This guide gives you a simple method for checking before you go, shows what UAE rules and examples look like, and explains how to judge the lists you find online. We do not name any business here without a source, and everything below comes with a checked date.
What does “pet-friendly” actually mean?
It means whatever the place says it means, and that can vary a great deal. The same phrase can describe a fenced dog park with an off-leash area, a hotel that allows two small dogs in selected rooms for a fee, or a café that lets leashed dogs sit on the terrace. Each has different rules, and your pet may be welcome at one and turned away at another.
| If a place says… | It might mean… | Ask… |
|---|---|---|
| Pet-friendly hotel | Specific rooms, a weight limit, a fee, vaccination proof | What are the limits, fees and rules, and can I leave my pet alone in the room? |
| Dog-friendly café | Terrace only, on a leash, sometimes indoors | Is it outside only, and is there water and shade? |
| Dog park | Fenced off-leash area with entry rules | Is there an age or vaccination rule, and what are the hours? |
| Pets welcome | Dogs only, or small pets only | Which animals, and how many? |
What are the basic rules for dogs in public in the UAE?
Federal Law No. 22 of 2016 requires dogs to be licensed and restrained by collar and leash on public property, and owners must pick up and dispose of their dog’s waste. Press reports note fines for serious breaches, though we could not confirm a single official schedule. Many municipal public beaches, such as Kite Beach, JBR Beach and La Mer, and most public parks are reported as no-pet areas, and the Dubai Marina promenade has been described as off-limits to dogs. Check with the municipality or the operator for the current position.
Most malls do not admit pets, although exceptions are reported, such as Golden Mile Galleria on Palm Jumeirah, where dogs are allowed on a leash or in a carrier, and the outdoor areas of City Walk. Treat those as examples to confirm, not guarantees.
The reliable approach is to use designated places that say, in their own words, that they welcome pets. Dubai Islands Beach, for instance, has a fenced 460 square metre leash-free dog park and a dog swimming area, with the beach open from sunrise to sunset, according to a Nakheel press release from 2023. The JLT community dog park run by DMCC has published rules: reported hours of 8:00 to 21:00, a maximum of two dogs per handler, dogs must wear the Dubai Municipality tag and be over four months old.
How do I check a hotel’s pet policy?
Go to the hotel itself, not to a list. Look on the hotel’s website for a pet policy page, then phone or email to confirm and ask for the answer in writing. Questions to ask:
- Which pets are allowed (dogs, cats, others), and how many?
- Is there a size or weight limit?
- What are the fees, including any cleaning fee, and are they refundable?
- Do I need a vaccination card, microchip or municipality tag at check-in?
- Which rooms, floors and public areas can my pet use? Is there a pet-friendly lobby, terrace or garden?
- Can my pet be left alone in the room, even briefly?
- Is there pet-sitting, kennel care or a walking service?
Real examples show how much this varies. In Ras Al Khaimah, the emirate’s tourism authority lists hotels that welcome pets: Mövenpick Resort Al Marjan Island offers 14 pet-specific rooms for dogs and cats; Al Hamra Village Hotel offers suites with outdoor areas and pet beds and bowls; Sofitel Al Hamra Beach Resort says multiple types of pets besides dogs and cats are allowed; and the glamping site Banan Beach requires pet ID, a collar and vaccination. The page does not give weight limits, fees or pet numbers for most venues, which is exactly why a phone call is needed.
How do I check a café or restaurant?
Call or message the venue, because policies often depend on the area of the restaurant and the time. Ask whether pets are allowed inside, on the terrace or only in an outdoor area, whether they must be on a leash or in a carrier, and whether there are rules about size. Some places mention pets on social media, but a post can be old, so confirm.
- Terraces are the most common option. Indoor access is rarer.
- Check the weather: a sunny terrace in summer is not a good place for a dog.
- Bring water, a mat and waste bags, and be ready to leave if your pet is unsettled.
In Ras Al Khaimah, for example, the tourism authority names 1484 by Puro on Jebel Jais, where leashed pets are welcome on the terrace, and The Bay at Al Hamra Golf Club, which welcomes pets indoors and on the terrace and rooftop. Again, confirm directly before you travel.
Which sources can I trust?
Rank them by closeness to the place. The venue itself and official tourism or municipality pages come first. Reputable press guides come second and are useful for ideas. Aggregators, forums and old social posts are leads only.
| Source | How much to trust it | What to do |
|---|---|---|
| The venue’s own page, phone or email | Highest | Ask for the policy in writing |
| Tourism authority or municipality page | High | Check the date and confirm details with the venue |
| Recent press guide | Medium | Use it to find places, then confirm |
| Directories, booking sites and old lists | Low | Confirm everything, especially fees and limits |
Watch for red flags: no date on the page, a list that has been copied between sites, fees or weight limits that differ between sources, or claims that a place “allows all pets” with no detail. Where sources conflict, the honest answer is “we are not sure”, and you should ask.
What if someone can look after my pet?
This is often the real question: not only “can my pet come?”, but “what happens if my pet cannot come in everywhere?”. Some hotels offer pet-sitting, kennel care or walking services, and some places have a pet area where staff supervise. If your plans include a restaurant or an event where pets are not allowed, ask about care options in advance, or arrange a sitter you trust. Our guide to local care options in the local guide lists boarding and sitting services with their sources.
How can Mori help?
Mori’s local guide shows sources and the date we checked each place, so you can see where a claim came from. We are also working on a way to see pet-friendly places, their rules and the care available at a glance, and you can read about it on our pet-friendly places page. In the meantime, use the checklist above, and save yourself the awkward moment at the door.
